Abstract

This research addresses the problem of canine overpopulation in Brazil, intensified by irresponsible pet ownership and increased abandonment, a phenomenon exacerbated during the COVID-19 pandemic. This situation has significant impacts on public health, such as the spread of zoonoses and urban accidents, in addition to compromising animal welfare. The study is justified by the need for an ethical, effective, and sustainable solution, with surgical sterilization as a central element in the reproductive management of the canine population. The objective was to analyze castration as a strategic tool for population control, emphasizing its effects on animal health, disease prevention, and mitigation of abandonment. The methodology adopted consisted of a narrative literature review, based on scientific articles, books, and recent legislation, prioritizing publications between 2021 and 2025, focusing on public health, animal welfare, and canine population control policies. The results demonstrate that castration is the most effective and humane approach to controlling canine overpopulation, reducing birth rates, preventing reproductive diseases, minimizing undesirable behaviors, and restricting the spread of zoonotic pathogens. In the long term, the measure is economically advantageous, reducing public costs related to housing, treatment, and euthanasia. However, structural and sociocultural obstacles persist that limit their large-scale applicability. The study reaffirms castration as an essential component of public policies integrated into the One Health concept.
