O PAPEL DA UFU NA REVALIDAÇÃO DE DIPLOMAS ESTRANGEIROS: ANÁLISE DE FLUXOS E IMPACTOS DA PLATAFORMA CAROLINA BORI

Abstract

The revalidation of undergraduate degrees obtained from foreign higher education institutions constitutes one of the structural and strategic axes for academic internationalization, global mobility, and the safeguarding of professional and scientific sovereignty within the Brazilian territory. This article critically analyzes the administrative competencies, institutional limits, and operational challenges faced by Federal Public Universities in the execution of this regulatory public policy. The methodological framework of this study focuses on the general guidelines issued by the National Council of Education and the Ministry of Education, taking as foundational references Resolutions CNE/CES No. 1/2022 and CNE/CES No. 2/2024, in addition to Normative Ordinance No. 22/2016, which established and consolidated the centralizing role of the Carolina Bori Platform as a vector for national standardization. To understand the practical application and the impacts of this national regulation at the frontlines of the system, the procedural reality of the Federal University of Uberlândia (UFU) is adopted as a focused case study. The internal governance of said institution is regulated locally through Resolution SEI No. 02/2018 of the Undergraduate Council and its subsequent updates enacted by Resolution CONGRAD No. 69/2022. Both ordinary and simplified processing workflows are evaluated, investigating the normative criteria for establishing the judgment of curricular equivalence. Based on the mapping of these stages, the study identifies the main administrative barriers that generate significant delays in the completion of processes. It highlights the operational overload of faculty members responsible for issuing merit opinions and the technical difficulties encountered within the Carolina Bori Platform. Difficulties related to the standardization of technical opinions, administrative appeals, the integration between institutional systems, and the need for continuous training of the agents involved are also analyzed. Finally, the identified procedural vulnerabilities are synthesized into a multidimensional analytical framework, proposing improvements in management, technical support, systems integration, commission qualification, and procedural standardization, aiming to enhance administrative efficiency, legal certainty, and the quality of institutional decisions within Universities.
