LEAN PHILOSOPHY IN SERVICE MANAGEMENT IN URBAN PLANNING CENTERS: A LITERATURE REVIEW OF EXPERIENCES IN BRAZILIAN MUNICIPAL GOVERNMENTS

Abstract

The search for greater efficiency and waste reduction has led municipal administrations to adopt methodologies inspired by the productive sector, such as Lean philosophy. This article presents a literature review on the application of Lean Thinking in public services, with emphasis on municipal urban planning centers. The fundamentals of Lean Thinking, Lean Manufacturing and Lean Service are discussed, as well as their adaptation to public management. The analysis of national studies shows that municipal services continue to face bureaucracy, delays and lack of standardization; however, there are successful experiences involving process modeling, Lean Office practices and Value Stream Mapping (VSM). These initiatives have contributed to reducing waiting times, streamlining administrative flows and enhancing transparency. The review concludes that Lean offers a promising framework for modernizing municipal public services, particularly when integrated with process management, information technologies and constitutional principles of efficiency. Nonetheless, its effective implementation requires cultural change and strong engagement from public servants.
