Abstract

University governance has become an essential mechanism for improving management in Higher Education Institutions (HEIs), especially in the context of public administration. In this scenario, stakeholder participation emerges as a central element for building more democratic, transparent, and effective decision-making processes. This study aims to analyze the contributions of stakeholders to governance at the Federal University of Rondônia (UNIR). This is a qualitative, interpretative study conducted through a single case study. Data collection involved semi-structured interviews with 18 managers, document analysis, and direct observation, with the data being analyzed through content analysis and triangulation. The results highlight the role of multiple stakeholders and their relevance to institutional governance, as well as limitations related to communication and engagement. As a contribution, elements for improving stakeholder participation are proposed. It is concluded that the effective integration of these actors constitutes a strategic factor for strengthening university governance.
