Abstract

This study presents a comparative analysis of the Building Code, the Master Plan, and the Land Use and Occupation Law in the municipalities of the state of Rondônia, aiming to identify their impacts on urban development and Civil Engineering practices. The research, qualitative and documentary in nature, was based on the collection, reading, and interpretation of municipal legislation, considering its structure, guidelines, and practical applicability. The analysis revealed convergences related to the promotion of territorial planning and environmental sustainability, as well as divergences regarding land use criteria, construction parameters, and urban control mechanisms. Gaps were also observed due to the lack of integration among the instruments and limited enforcement of regulations. Furthermore, it was verified that legislative updating tends to decrease as municipalities move away from the BR-364 axis, considered the main corridor of economic and urban development in the state, revealing regional disparities in territorial planning. The central region and smaller municipalities show a significant lack of legislation addressing urban planning themes, highlighting the need for greater institutional and technical strengthening in drafting and revising these instruments. The results indicate that, despite specific advances in urban policies, a lack of harmonization among the analyzed instruments persists, compromising the effectiveness of urban planning and hindering infrastructure project implementation. It is concluded that the integration between urban planning, coherent legislation, and efficient supervision is essential to ensure more organized, sustainable, and socially balanced cities, thereby improving quality of life and strengthening the role of Civil Engineering in regional urban development.
