Abstract

ABSTRACT

This article discusses the theoretical and methodological foundations of teaching Portuguese as a second language (L2) to deaf students, under the framework of Law No. 14,191/2021. The study examines the transition from a phonocentric integrative model to Bilingual Education, in which Brazilian Sign Language (Libras) serves as the first language (L1) and Portuguese, in its written modality, as the L2. Grounded in the works of Quadros (2006), Soares (2004), and Lodi (2014), this research argues that deaf literacy must be based on visuality and visual pedagogy, breaking away from ineffective phonic methods. The analysis highlights that the processing of writing by deaf individuals occurs through a visual unit (logographic) and visual memory, which anchors concepts established in the L1. It concludes that the pedagogical success and social empowerment of these individuals depend on the recognition of deaf identity and the implementation of multimodal strategies that respect their linguistic uniqueness, transforming the school into a space of visual immersion and cultural mediation.
